Does anyone know what happens if Wroughton Parish Council fail to raise £30,000 towards the purchase of Kings Farm Wood before March 2014?

Swindon Borough Council and Wiltshire Wildlife Trust have bought the land for £180,000. SBC and WWT put in £100,000 and £50,000 respectively. The remaining £30,000 appears to have been lent to Wroughton Parish Council with the understanding that it will paid back in March 2014. WPC have raised £16,000 so far, but only have 3 months to raise the remainder.

So what happens if WPC don't raise the money?

Does the nature reserve get cancelled or do SBC end up footing the bill on behalf of WPC?

If it is the former, what happens to the £13,000 raised so far? Is it refunded to the donors or kept by WPC for other projects?
If it is the latter, is there any incentive for residents to raise the cash if they get the nature reserve either way?

I very nearly bought a house directly opposite the site, so I have been following this story for a while, but the details have always been sketchy.
