When they say 'job's freeze' it usually means there will be no new jobs created, but does it also mean no more redundancies?  And when someone leaves of their own accord, will they scrap that jobs too?

I though Swindon Council went through their big restructure/job cutting programme to avoid this sort of situation, but once again they are freezing budgets in October. Not great financial management...

Kind of related, SBC are going to ask central government for money for care of the elderly.
