So someone who overstays their time in a car park or on road parking, or leaves their car in a resident bay when they have no right to isn't parking illegally? 

I do sympathise with residents - i said as much and I suggested that the Council should be able to deal with residents issues with ease.  I agree they may not wish to - but that's upto the politicians to resolve by instructing the officers as opposed to being feeble.

I do not profess to have all the answers but i do think some of the more spectacular cases are simply that - spectctular.

I have a friend who lives in Old town and he never seems to have an issue parking in Prospect Hill - is he simply lucky?

Probably. Perhaps they are retired, or away at the target times.
You don't have to do anything illegal to pick up a fine from an over zealous warden.
