Next weeks Cabinet includes a proposal for a waste treatment plant (whatever that may mean) at Waterside - the home of SCS.

Weren't we all supposed to be recycling and composting, so what waste are they going to treat? Are we all going to be instructed to put as much rubbish as we like in the wheelie bin?

This smells like another Ricky Hunt enterprise! Perhaps he's going to use the waste to power his WiFi project instead of stealing the Council Tax payers power from the lamposts.

They are looking at what is left in our wheelie bins after we've recycled everything else.  Some sort of incineration plant I think, lets hope it's eco friendly.

With a WiFi transceiver on every other lampost, and an intention to supply a 'paid for' cctv 'home security' service, don't you think that SBC really will be watching what you put in your bins with a view to catching and fining people committing 'enviromental terrorism'.

Actually this leads into a whole 'Big Brother Bluh' scenario with regards to a whole raft of other council 'services'.  This will need another thread I think  :)

Q: When SCS was de-coupled from SBC on January the 1st, did SBC have to make any payments into the pension plan on behalf of the now ex-employees of the Borough?

Ask the Blatantly Obvious why don't you ;) The other BO questions could have been will all new employees from 1st Jan have alternative pension arrangements, as employees of SCS ;) Or does TUPE apply ;) Or is the balance of risk to SBC by decoupling now lessened ;) Ask your local councillor for the answers. Only I am almost sure that all councillors have been BO aware from 1st Jan that SCS employees are no longer Council Employees ;) ;) I say this as no questions were asked on the minutes referring to this at Council on Thursday.

It stated in this weeks council papers that the transfer of staff is under TUPE regulations. In relation to pensions, this was in the papers for the full council meeting.

Swindon Commercial Service Ltd is applying for Transferee Admitted Body Status to the Wiltshire Pension Fund (WPF). All staff currently in WPF will transfer on the same terms. Any existing WPF members who TUPE across after 1st January 2010 will also be eligible to join the scheme. New joiners post 1st January will be offered a Stakeholder Pension.

The demise of final salary pensions owes more to changes in accounting regulations (which make a final salary pension a liability/asset on a company's books) than to Mr Brown's tax raid on pensions. The tax raid affected all pensions, not just final salary ones.

I think, in de-coupling SCS from SBC, SBC had to cough up about £670,000 in relation to the pension fund.  There are probably other costs associated with the de-coupling which have yet to come to light.  Not entirely sure that most SBC councillors will be aware of them, or be willing to lift the edge of the civic carpet to see what the other bulges are....

Assets flogged off, now the position is SBC is the Major shareholder, and this is a very similar position to Thamesdown Transport. In 25 years the council has not considered selling its share in TT, so must be content with the position.

SCS future really depends on its value of contracts and amount of work it can attract. In future its SBC council contracts may well not be a major part of its income, if it can attract work from other parties.  So I think the question you have put where will it be in 10years is a valid question, but it may take some time to answer. 10 years is a long time in council politics. Think of everything that has happened since SBC became Unitary.

A one-off sum of £690k was approved by Cabinet in June 2009 to purchase additional external resources and expertise to effect the decoupling of SCS from SBC with a target date of 1 January 2010. The project is on track to deliver in time and to budget, with the only significant remaining risk to cost being the potential call on external legal support in the next few weeks as contract documentation is finalized.

Ten years ago, just when things started to go wrong, coincidence?  big budget cuts, hiring consultants and WCC offloading expensive and over spending education and social services.
