It will take us a while to split the video up into bite sized chunks, so bear with us  :)

Many thanks to Talkswindon member Cllr Peter Greenhalgh for taking the TS video camera and tripod along to the meeting with him  O0

...On the 'Barnet Formula: The main source of finance for the Scottish Parliament is still the block grant from the Treasury. This is worked out according to the 'Barnet Formula', named after the Treasury Minister who devised it in 1979. This allocation of money pays for all the spending programmes for Scotland, such as health and education. Because of the 'Barnet Formula', Scotland receives a proportionally greater share of the money available - more than the share received by the regions of England. Some consider that the historical level of deprivation in Scotland justifies the amount.

...On the upcoming Parliamentary Ombudsman's report into alleged failings by the Governments Actuaries Department to regulate the Equitable Life Assurance Society

Summary of complaint:

The complainants complain that the public bodies responsible for the prudential regulation of insurance companies (successively the Department of Trade and Industry, Her Majesty’s Treasury and the Financial Services Authority, collectively referred to in the rest of this statement as ‘the regulators’) and the Government Actuary’s Department (GAD) failed for considerably longer than a decade properly to exercise their regulatory functions in respect of the Equitable Life Assurance Society (ELAS) and were therefore guilty of maladministration.
